SCOPE OF WORKS
Site Engineer / Engineering Surveyor – Sellafield Project
1. Role Overview
An experienced Site Engineer / Engineering Surveyor is required to work on a construction project at the Sellafield site.
The Engineer will be responsible for providing day-to-day engineering and surveying support to the construction team, including accurate setting out, dimensional control, survey checks, as-built surveys and preparation of AutoCAD drawings and associated survey records.
The works will principally involve:
  • Brickwork and blockwork.
  • Structural steelwork.
  • Reinforced and/or in-situ concrete walls.
  • Structural openings and penetrations.
  • Embedded items and cast-in components.
  • General civil and structural construction.
  • As-built surveys and AutoCAD documentation.
The successful Engineer must be capable of working independently and taking responsibility for the accuracy and quality of their own setting-out and survey work.
2. Principal Duties
The Site Engineer / Engineering Surveyor shall undertake setting out, checking and as-built surveying as required by the construction programme.
Responsibilities will include:
Survey Control
  • Establish, verify and maintain site survey control.
  • Check supplied control before commencing setting-out operations.
  • Establish secondary control appropriate to individual work areas.
  • Undertake traversing and levelling where required.
  • Maintain suitable survey-control records.
  • Regularly check control points for movement, disturbance or damage.
  • Ensure all setting out is undertaken from verified control.
  • Understand project grid systems, coordinates, levels and datums.
  • Carry out independent checks on critical setting-out operations.
The Engineer must understand survey-control principles and shall not simply occupy control stations without first satisfying themselves that the control being used is correct.
3. Brickwork and Blockwork Setting Out
The Engineer will be required to provide accurate setting out for brickwork and blockwork construction.
This may include:
  • Wall centre lines.
  • Wall faces.
  • Internal and external wall positions.
  • Corners and intersections.
  • Door openings.
  • Structural openings.
  • Penetrations.
  • Columns and piers.
  • Finished floor levels.
  • Datum levels.
  • Interface positions between masonry and structural elements.
Setting-out information shall be clearly marked and communicated to the construction team.
The Engineer shall check relevant drawings and specifications before commencing setting out and identify any discrepancies or conflicting information.
4. Structural Steelwork
The Engineer will provide survey and setting-out support for structural steel installation.
Duties may include:
  • Setting out holding-down bolt positions.
  • Checking holding-down bolt groups prior to steel erection.
  • Setting out base plates.
  • Checking column positions.
  • Checking steelwork line and level.
  • Checking column verticality.
  • Checking structural grid intersections.
  • Surveying connection/interface positions.
  • Checking steelwork against design coordinates and levels.
  • Undertaking post-installation as-built surveys.
Where required, the Engineer shall provide dimensional information to assist the steelwork installation team and identify deviations from design before subsequent construction proceeds.
5. Concrete Walls and Structural Elements
The Engineer will provide setting out and dimensional-control support for concrete construction.
This may include:
  • Wall centre lines.
  • Wall faces.
  • Formwork positions.
  • Construction joints.
  • Wall kicker positions.
  • Reinforcement interfaces.
  • Cast-in plates.
  • Holding-down bolts.
  • Stainless-steel inserts.
  • Embedded items.
  • Penetrations and openings.
  • Starter bars where survey control is required.
  • Finished concrete levels.
  • Structural interfaces.
Critical items shall be checked before concrete placement.
Where appropriate, the Engineer shall undertake independent check surveys of formwork, embedded items, inserts, penetrations and other components prior to the construction hold point being released.
6. As-Built Surveys
The Engineer will be responsible for undertaking accurate as-built surveys of completed works.
As-built surveys may include:
  • Brickwork/blockwork.
  • Concrete walls.
  • Structural steelwork.
  • Holding-down bolts.
  • Base plates.
  • Cast-in items.
  • Stainless-steel inserts.
  • Penetrations and openings.
  • Structural interfaces.
  • Floor and slab levels.
  • Other constructed elements as instructed.
As-built surveys shall be undertaken using the established project survey-control network.
The Engineer shall maintain clear records identifying:
  • Design position.
  • Surveyed/as-built position.
  • Relevant coordinate and level information.
  • Date of survey.
  • Drawing/reference information.
  • Any identified deviation from design.
Any element found outside the specified project tolerance shall be reported promptly to the appropriate Engineering/Construction Manager.
7. AutoCAD and As-Built Drawings
The Engineer must be competent in the use of AutoCAD and capable of producing clear engineering survey and as-built drawings without requiring another CAD technician to complete routine survey documentation.
The Engineer will be expected to:
  • Import survey data into AutoCAD.
  • Work within the project coordinate system.
  • Understand and manage drawing coordinates.
  • Produce setting-out drawings.
  • Produce survey sketches.
  • Produce as-built drawings.
  • Plot surveyed coordinates and levels.
  • Compare design and as-built positions.
  • Calculate and display deviations where required.
  • Add dimensions, levels, coordinates and annotations.
  • Work with drawing layers and project CAD standards.
  • Produce drawings suitable for QA records and construction documentation.
  • Revise drawings following construction changes.
  • Maintain appropriate drawing revision and issue information.
The Engineer must be capable of reading and interpreting engineering drawings including plans, elevations, sections and construction details.
8. Quality Assurance
The position requires a strong understanding of construction QA.
The Engineer will be expected to produce and maintain accurate records supporting the project's inspection and quality processes.
This may include:
  • Setting-out records.
  • Survey check sheets.
  • As-built survey records.
  • Control records.
  • Instrument check records.
  • AutoCAD as-built drawings.
  • Dimensional-control reports.
  • Survey calculations.
  • Inspection documentation.
  • Supporting information for Inspection and Test Plans (ITPs).
  • Evidence required for construction hold points.
The Engineer shall ensure that survey records are sufficiently clear that another suitably qualified Engineer can independently understand and verify what has been surveyed.
9. Drawing and Design Review
Before commencing setting out, the Engineer shall review the latest approved construction information.
The Engineer must be capable of identifying:
  • Drawing discrepancies.
  • Conflicting dimensions.
  • Coordinate discrepancies.
  • Incorrect or inconsistent levels.
  • Interface problems between different construction disciplines.
  • Potential setting-out problems.
  • Differences between drawings, models and site conditions.
The Engineer shall not make assumptions where construction information is unclear.
Any discrepancy shall be raised with the appropriate Engineering Manager through the project's technical query/RFI process before the affected works proceed.
10. Survey Equipment
The Engineer should be experienced in the use of modern Leica surveying equipment, including:
  • Leica robotic total stations.
  • Leica TS15/TS16 or equivalent.
  • Leica prisms and mini-prisms.
  • Leica GNSS equipment where appropriate.
  • Digital/automatic levels.
  • Survey data collectors and associated Leica software.
The Engineer must understand appropriate instrument setup, backsight/orientation procedures, control checking and survey verification.
Experience must extend beyond basic instrument operation. The Engineer must understand the survey principles behind the observations being undertaken.
11. Required Experience and Competence
The successful candidate should have significant experience as a Site Engineer, Setting-Out Engineer or Engineering Surveyor on major civil engineering, structural or infrastructure projects.
Experience should include:
  • Accurate setting out.
  • Survey control.
  • Traversing.
  • Levelling.
  • Structural concrete.
  • Concrete walls.
  • Structural steelwork.
  • Brickwork/blockwork.
  • Holding-down bolts and cast-in items.
  • As-built surveying.
  • AutoCAD.
  • QA documentation.
  • Working to defined construction tolerances.
Previous experience within nuclear, defence, major infrastructure, heavy civil engineering or similarly highly regulated construction environments would be highly desirable.
Previous Sellafield experience would be advantageous but is not essential where the candidate can demonstrate suitable major-project engineering and surveying experience.
12. Qualifications
The Engineer should hold an appropriate engineering or surveying qualification, which may include:
  • HNC/HND Civil Engineering.
  • Degree in Civil Engineering.
  • Degree in Surveying/Geomatics.
  • Appropriate Engineering Surveying qualification.
  • Equivalent demonstrable experience.
The Engineer must hold an appropriate current CSCS card and any additional certification required for access to and work on the Sellafield site.
The successful candidate will also be required to satisfy all relevant Sellafield security, induction, training and access requirements prior to mobilisation.
13. Personal Requirements
The role requires an Engineer who is:
  • Technically competent.
  • Methodical and accurate.
  • Comfortable working independently.
  • Able to take ownership of their work.
  • Capable of communicating effectively with Site Managers, Foremen, Engineers and construction operatives.
  • Confident enough to challenge incorrect or conflicting information.
  • Able to work within formal QA procedures.
  • Able to manage their own survey records and documentation.
  • Able to prioritise setting-out activities to suit the construction programme.
The Engineer must understand that setting out on a nuclear construction project requires a high level of accuracy, traceability and accountability.
14. Key Requirement
The successful candidate must be capable of taking a construction drawing, understanding the design intent, verifying the survey control, setting the works out accurately, checking the completed installation and producing the necessary as-built survey and AutoCAD documentation.
The role therefore requires an experienced Site Engineer/Engineering Surveyor rather than an instrument operator.
The Engineer will be expected to take responsibility for their own survey work from initial drawing review and setting out through to final as-built documentation and QA submission.
