RESPONSIBILITIES
Westlakes Recruit is recruiting for a Project Controls Manager to lead the implementation and management of project controls measures across major, complex projects and programmes.
This is a pivotal role that will see you overseeing project scope, cost, schedule, risk, and quality controls, enabling strategic performance analysis and providing insights to inform effective decision-making. You’ll work closely with Project and Programme Managers while leading and developing a team of project controls professionals.
The Role
As Project Controls Manager, you will:

Establish and maintain project controls governance, processes, and procedures

Define and manage the Performance Measurement Baseline (PMB) for scope, cost, and schedule

Lead scheduling teams to develop and manage integrated project schedules across all phases of execution

Oversee cost, change, risk, opportunity, and document management processes

Deliver accurate and reliable reporting to support project and programme decision-making

Manage subcontractor data to monitor delivery performance and inform the PMB
-
Ensure the alignment and integration of project control toolsets across all delivery partners

Implement Earned Value Management (EVM) systems and produce performance reports for stakeholders

Lead risk management processes, including schedule risk analysis and regular reporting
-
Support Integrated Baseline Reviews to build confidence in project delivery plans

Mentor and develop project controls staff to support capability growth and succession planning

Maintain all key project controls documentation, ensuring effective configuration control
-
Provide weekly and monthly progress and metrics reports for stakeholders

Deputise for the Project Manager when required
About You
We’re looking for someone who:

Has proven experience in project controls on complex or major projects/programmes

Understands planning/scheduling, cost management, risk management, performance management (EVM), change management, and configuration control

Can apply and assure project controls governance measures across large projects

Has experience with project control toolsets such as MSP, P6, RiskHive, ERP, or SAP systems
-
Has strong leadership skills and the ability to work with multidisciplinary teams, suppliers, and customers

Is an effective communicator with the ability to build relationships and influence at all levels
-
Has experience mentoring and developing project teams

Can balance project outcomes, compliance, quality, and business performance when making decisions
Additional Information

Security Clearance: Candidates must be eligible for SC clearance and be a sole UK national

Hybrid working with 2–3 days per week in the Bristol office
